What is WAIRE and How Does it Work?

Adopted in 2021, the Warehouse Actions and Investments to Reduce Emissions (WAIRE) Program, also known as Rule 2305, is a regulatory framework created by the South Coast Air Quality Management District (SCAQMD) to reduce emissions from warehouse operations. It applies to warehouses 100,000 square feet or larger within SCAQMD’s jurisdiction, which includes Los Angeles, Orange, Riverside, and San Bernardino counties as well as the Coachella Valley (see map).

WAIRE operates on a points-based system. Each facility is assigned a WAIRE Points Compliance Obligation (WPCO) based on the number of truck trips. Operators must earn points during each compliance period by completing approved actions such as:

  • Deploying zero-emission (ZE) or near-zero-emission trucks
  • Installing charging or fueling infrastructure
  • Adding solar panels or advanced filtration systems
  • Improving efficiency in yard and fleet operations

What Are the Goals of WAIRE?

The WAIRE Program is designed to:

Compliance Requirements for Warehouse Operators

To comply with Rule 2305, warehouse operators must:

Track Key Compliance Components:

  • Truck trip counts (for your WPCO)
  • Onsite equipment
  • Custom WAIRE Plans (CWP)

Submit Required Reports:

  • Initial Site Information Report (ISIR): Submitted once during the first compliance period a warehouse is occupied. If an operator relocates to another covered facility, a new ISIR is required.
  • Annual WAIRE Report (AWR): Submitted each compliance period to show your WPCO and how you earned the required points. Warehouse owners who voluntarily earn points must also submit an AWR.

All reports are submitted through the WAIRE POP system.
